Hong Kong government ‘taking lead’ in plastic waste as 72% of LCSD’s facilities still providing plastic umbrella bag. Greeners Action is doubtful if the government is doing well enough in taking the plastic-banning lead. In the rainy seasons of this year, Greeners Action conducted an on-site survey regarding the plastic umbrella bag delivery in over 100 governmental facilities that is open for public entry and use. It was found the situation is the worst for the Leisure and Culture Services Department (LCSD) facilities, over 70% of which have this non-green delivery service. It was further revealed the LCSD reports more than it acted, given the situation of plastic umbrella bag delivery is as poor as the past even the department expresses in its every annual revision in environmental report on guidelines of delivering plastic umbrella bag since 2009. It is deduced by the Greeners Action there is no standard practice for LCSD staff to follow in delivering plastic umbrella bag with limitation.
