Public consultation on the "Plastic Beverage Container Producer Responsibility Plan" (The Plan) is now open for submission, until 21 May. Greeners Action (GA) believes that the proposed $0.1 rebate for every plastic bottle returned is not helping to boost the recycling rate, but also helpless to implement the concept of waste reduction at the source. The proposed plan only covers no less than 200 square meters’ retailers (approximately 2,000 square feet), therefore most of the chain convenience stores would not be included under this plan. GA also proposes the plan should adopt an effective deposit system like many regions around the world, and collect a deposit of HKD1 for each returned plastic bottle. In addition, GA suggests the plan should introduce a grading system to regulate retailers of different store sizes; extend the scope of the plan from plastic bottles to different beverage materials, especially Tetrapak drink cartons, as well as all capacities of the beverages.
