In response to the Environmental Protection Department‘s proposal of "Producer Responsibility Scheme on Plastic Beverage Containers", Greeners Action welcomes the government to implement a mandatory producer responsibility system in accordance with the "polluter pays principle” to reduce the pollution caused by the disposal of plastic beverage containers. However, Greeners Action believes that there are a number of shortcomings in the government’s recommendations. Therefore, Greeners Action suggests that the scheme should adopt a deposit system, which has been implemented effectively in many regions around the world, and collect a deposit of HKD1 for each plastic bottle. Secondly, the scheme should also regulate retailers in three levels based on their store area, instead of only covering retailers with no less than 200 square meters (approximately 2,000 square feet). Otherwise, most chain convenience stores would be excluded. Besides, the scope of beverages being regulated by the scheme should be expanded from plastic bottles to different beverage materials, especially Tetrapak drink cartons, and beverages of all capacities should be included.
