Greeners Action has been concerning about waste reduction, recycling and waste charging for years. The government recently announced the postponement of Municipal Solid Waste (MSW) charging from the designated end of 2023 to April 1, 2024. As key gatekeeper of MSW policy, frontline property management staff should be familiar with the MSW law and implementation details. GA's survey, issued to 152 frontline property management staff between June and August this year, revealed that they have superfical understanding in basic concepts such as charging modes and coverage of wastes. For example, while 78% answered correctly that charging by designated bags and labels and charging by weight through "gate-fee" are applicable charing mode, but 16% misunderstood designated bags are the sole charging mode. The results reflected that more professional training is urgently needed.

Although 84% of the interviewees were confident that they deserved a pass or above on the knowledge level of MSW law, 90% confessed it is difficult for the to execute the law. They hope the government could reinforce monitoring and law enforcement. GA also urged the government to set up "Waste reduction control office" to conduct random raids, and to improve the reporting system against illegal dumping.
