The Legislative Council passed the Product Eco-responsibility (Amendment) Bill 2023 on 18, November. The first-phase regulation will be implemented on April 22 the earliest, while the second phase is tentatively set for 2025. Greeners Action interviewed 1,136 citizens through online and onsite surveys during October and November this year. It showed that 90% citizens developed a habit of buying takeaway, which creates a maasive amount of disposable solid waste. Although the regulations will be imposed next April, 56% said they are willing to bring their utensils/tableware. However, 48% said they are willing to borrow reusable tableware, only remarking a difference of only 3 percentage points of those who are not willing to do so. Among them, over 30% rejected because they have "hygienic concern". If the govermnet implements a borrow-and-return reusable tableware system, 32% supported to charge the rent as deposit, while 21% believed it is govenrment to take the lead and shoulder the full cost for the system.

We demand the government: 1) To fully implement the regulations on SUP not later than 2025; 2) To advocate the public to bring their own utensils and tableware and actively develop and enforce the reusable tableware mechanism, as replacing plastic tableware with disposable wood and paper does not help reduce municipal solid waste.
