The government plans to make funding proposal to the Finance Committee of the Legislative Council for 'Waste reduction and recycling, landfilling and incineration'. Greeners Action, Friends of the Earth (HK), The Conservancy Association and Green Power placed a giant chimney model on street, satirizing that building more ultimate waste treatment facilities would not be enough to cope with the continually increasing garbage if the government does not reduce waste effectively. The groups also call on citizens to sign and demand the government to implement the tough waste reduction measures previously proposed by the green groups.

The green groups admitted that expanding the landfills and building incinerators would help address the immediate problem, but they emphasize that building more ultimate waste treatment facilities would not be enough to cope with the continually increasing garbage if the government mistakes that these measures are already adequate and there is no urgent need to waste reduction at source.

The groups have launched signature campaigns on streets or online, demanding the government to implement the tough measures of waste reduction.
