As for the Producer Responsibility Scheme on Glass Beverage Bottles, which was declared in public hearing on 30th November, 2015, at the Legislative Council, Greeners Action supports the Scheme and we hope that it can be implemented as soon as possible. Below are our views on the Scheme

1. We support the government to implement the Scheme and charge the producer a recycling cost according to the Polluter Pays Principle.
2. We suggest the government to include glass containers of other food and sauces in the Scheme as many of them are produced locally and are possible to be recycled and reused. Based on the current proposal by the government, we scare that the Scheme will become a dupe of the PSB charging scheme, which requires a long period of time to process to the second phase. Therefore, we suggest the government to list out the schedule of implementation in the ordinance.
3. The government’s current plan is to appoint services provider to collect and recycle used glass bottles but this is only the final step. More importantly, the government should make use of the budget to assist producers to reuse their bottles and also assist retailers and producers to cooperate to implement the refundable deposit on glass containers. Services providers can responsible for the logistics, collecting and transferring the bottles to the producers’ sites. This can also push the local industry and provide job opportunities.
4. Greeners Action agrees with the exemption arrangement in the Scheme, which promote reuse instead of recycling. This is a rather important step. We hope that the government can help local factories to conduct the re-bottling procedure. Moreover, the government can make use of the recycling fund or, through other administrational methods, allocate funds to different commercial organizations to the re-bottling procedure. As a result, there will be less wastage and loss of energy. Also, more job opportunities will be provided to the market.
5. Overall:
Landfill ban: The current scheme does not mention the execution of landfill ban. It may be due to the fact that not all containers of food, drinks and sauces are included in the scheme. We propose to include more containers in the scheme so that it is able to execute the landfill ban. This would be a more effective method to enhance the recycling willingness of the public and the commercial industry. Meanwhile, the government should include more materials to the scheme (such as organic waste and food waste) and conduct more monitoring and spot tests to verify the scheme.
Plastic bottles: Hong Kong is facing a serious waste problems caused by used containers, especially by plastic containers. We worry that producers will change to use plastic containers in the future. In view of, the government and Legislative Councilors should push the legislation and implementation of the Producer Responsibility Scheme on Plastic Bottles, the refundable deposit on glass containers and the plastic bottles ban in landfill and incinerator as soon as possible so that less plastic bottles will be disposed in the landfill.
