EPD officers have inspected more than 60,000 retail outlets since PSB charging was fully implemented on April , 2015. By June 30, 2016, 234 fixed penalty notices were issued to retailers who contravened the PSB charging requirement. Most of the contraventions related to providing free PSBs for non-food items and a few other related to providing free PSBs to hold food with airtight packaging. Each fixed penalty notices charges $2,000. This year, from June to July, Greeners Action sent representatives to purchase items not entitled to exemption and test whether the staff would provide plastic bags free of charge or charge the customer $0.5 each. It is found that many retailers have omitted the law, providing plastic bags to customers without charges. Greeners Action urges EPD reinforce community promotion, reminding retails not to violate the law, and also input more human force inspecting in order to avoid indiscriminate distribution of plastic bags.

This year, from June to July Greeners Action sent representatives to several Hong Kong retailer outlets to carry out inspection. These outlets located at six different districts including Mong Kok, Cheung Sha Wan, Prince Edward, Sham Shui Po, Kwai Fong and Tsuen Wan. The inspection involved different types of retail outlets, including shops selling clothing, stationary, furniture, shoes, grocery, metal and plumbing hardware as well as boutiques and stalls. They purchased items not entitled to exemption and test whether the staff would provide plastic bags free of charge or charge the customer $0.5 each.
