The Legislative Council passed the Product Ec0-responsibility (Amendment) Bill 2023 on 18, November. The first-phase regulation will be implemented on April 22 the earliest, while the second phase is tentatively set for 2025. Greeners Action reiterated that early implementation of SUP (single-use plastics) regulation helps citizens change and adapt to less waste lifestyle before the MSW charing scheme to be enforced in upcoming April 1. Citizens now have to promptly adapt to the two new regulations in just 22 days. We demanded the government to fully implement the regulations on SUP not later than 2025. Meanwhile, replacing plastic with disposable wood and paper tableware does not help reduce waste but lead to "waste transfer". Therefore, we demanded the govermment to study the feasibility of tableware recycling system, and actively develop and enforce the reusable tableware mechanism, which will be an ultimate solution of disposable solid waste.

Meanwhile, varitety of disposble plastic products under the to-be-enacted regulation is far less than those available in the market. We demanded the government to further expand the regulations to more plastic products, especially to retail product and logistics packaging.
